Neighborhood disbute problems, please read on..?

I have lived in a gated community of town houses for the past 6yrs. 5yrs ago, my neighbor "Sue" and her husband moved in down the block. Sue and her husband are of retirement age, around 70-75yrs old, and we have had a continuing problem between Sue and my children. Sue's husband is a sweet man, never has spoke harshly to my children, Sue is a different story! When my children bother her playing in a large gr area of common ground that runs outside of all of our backyards, she comes out and tells them to go somewhere else. I have offered my phone number to her countless times, so if my children bother her, she could call me and I'd tell them to move away from her, but I don't want her yelling at my children, who aren't even on her property. She refuses to take it "I'm not going to call you!" Today, she shook a finger in my 8yr old's face, AND poked her in the shoulder! Summer break is only about 12days away, the kids will be out playing all day long, what should I do about Sue??
