In the state of CA do they allow a deferral for a provisional licensed driver with 4 infractions on 1 ticket?

Ive never gotten any tickets before. Im an Advanced Placement student (AP Spanish IV, AP Literature, AP Environmental Science, AP Psychology, Intro to Stats, Economics) and a Club Soccer player for a premier team. I committed a number of infractions in one left turn on an intersection. Those include running a red light, speeding, having no proof of insurance (i am insured however), and driving after 11 with a provisional license. I ran the red and sped because the car behind me was tailgating and refused to show any signs of stopping or braking as i was going to slow down before the limit line. My mind told me to run the yellow, which by a matter of a split second turned red. To evade any, but very little, oncoming traffic, I "sped" out of the intersection and onto the next street. I am wondering if I can request a deferral to not have to worry about all this crap. Im guessing the deferral would warn me not to violate anymore infractions for a year or the court would inflict the price of the original cost of those tickets, add points, suspend my license, and charge some sort of fee. Am I eligible for a deferral in the state of California? and while being a 17 yr old with a provisional license?
