What behavior plans work in a kindergarten clroom?

I am a special education teacher working with Kindergarten students for the first time, and our kindergarten teacher is a first year teacher. We have a student who is having a hard time behaving in the clroom. He shouts out whenever he wants to, will pull away from group time to misbehave (run around the clroom, go to the centers area to play, go get on the computer, leave to go to the restroom, etc). He scribbles on all his papers and crumples them up. The teacher has tried the normal green, blue, yellow, orange, and red cards (5 chances!), time outs, manipulative s to play at his seat with(he throws them across the room) a modified behavior chart where he can earn stickers for each subject being taught. If he earns all his stickers for a day he gets to see me for a piece of candy, and if he can earn his stickers all week he can go visit my treasure chest for a prize. None of these things are motivating him to behave in the clroom. Any suggestion??
