What type of turtle/reptile stays very small and can easily be kept in a tropical fish tank?

No turtle meets your wants. All turtles need a place to come out of the water to bask and dry off. Without a place to dry off they will get sick. Also the turtle will grow and need roughly 10 gallons for every inch. And if they are not in a big enough cage their growth will be stunted resulting in a shorter life.
