Why isn't there an international law that penalize medias that portrays a certain religion promotes violence

my take is this: the EXTREMIST sects of ANY religion are the ones to look out for. that said, if there is PROOF that they promote violence, people have the right to know that. but it should be made clear, if this is the case, that it is the EXTREMISTS causing problems
